- Key member in "win strategy" development and resulting organizational changes for successful proposals in extremely technically and cost competitive markets requiring “creative ratesmanship”. Influential in integrating indirect rate strategy into proposal strategy. Team activities included performance based and incentive contracting.
- Red Team member on cost, technical and management proposals, various agencies, particular experience in HHS and DoD.
- Director of Business Development. Provided refocus of development efforts for an $80 million successful contractor. Helped prepare the business for acquisition.
- U. S. proposal manager for $7 billion bid to the DoD. Resulting proposal and public relations effort have established this foreign manufacturer as a major armament provider worldwide. Provided strategy, development, organization, indirect rates and pricing, and negotiations for major this major proposal.
- Authored cost proposal and contract documents, negotiated and finalized award for an important Air Force procurement for use of composite materials. Instrumental in award of a major Air Force ejection seat replacement program to a European company. Company was low bidder with increased profits.
- DoD and civilian agency experience from weapon systems to welfare.
Management and Organization: Unique ability to attain a quick grasp of the business and develop total solutions that satisfy all of the organization's information and service needs.

Assistant Controller - ORI, Inc., December 1979 - June 1982. Reorganized, developed, and managed a financial and programming staff of 20. Responsible for handling all general and cost accounting, finance, contract and rate negotiations, audit cognizance, and business systems development.
Division Controller - Litton Bionetics, Inc - The Frederick Cancer Research Center, July 1974 - December 1979. Managed an 18-member finance and accounting staff for this $25-million per year biomedical research (GOCO) contract operation. Developed and wrote the business proposal that led to a five-year, $125-million competitive contract win.
